The 4 planning layers

Layer Horizon Lives in Doc
Strategy Years docs/strategy/ 01
Pillars Years (evergreen) docs/pillars/ 02
Epics 3–12 weeks backlog/epics/E<NN>-<slug>/ 03
Items 1–2 weeks backlog/epics/E<NN>-<slug>/BACKLOG.md 04

Standard 5-file epic folder: README.md (charter) · BACKLOG.md (active) · ARCHIVE.md (done/rejected) · FUTURE.md (P3 / deferred) · TEST.md (acceptance + regression). Optional cross-epic backlog/TEST_BACKLOG.md. 03

Overlays that bind every change

Status + Test enums

Status: backlog | ready | in-progress | under-review | to-be-tested | done | blocked | rejected
Test: not-tested | pending | manual-verified | partial | pass | fail: <detail> | regression-needed | n/a

Aliases: todo ≈ backlog; future (FUTURE.md items); parked (set aside). Test accepts refs after the enum: Test: pass — path/to/test.ts (24 tests). 04

Hard rules

ROI heuristic (item picking)

Priority \ Effort XS S M L XL
P0 DO NOW DO NOW DO NOW plan, then do split
P1 DO NOW next this week plan split
P2 when ready when ready this month this quarter defer
P3 this quarter this quarter this quarter defer defer

Tie-break: lower effort wins. 04

Per-phase stance + challenge before consenting

“Before I approve this plan, give me the strongest counter-argument: what would change your approach? What assumption is loadbearing? What’s the simplest version that would also work?”

Use before approving any non-trivial plan. 06 Paste-able briefs for the six phases that have rules but no prompt — chartering, item authoring, implementation, review, verification, milestone evaluation: ROLE_BRIEFS.md.

Tier matrix (loop autonomy on authoritative artifacts)

T0 typos, dead anchors, version drift · T1 stale examples, single-paragraph clarifications — both auto-patch on an <area>-patch/YYYY-MM-DD-NN branch + cross-AI diff-verify, maintainer fast-forwards. T2 rule wording, new constraints, reframing — loop drafts in loop-notes/, maintainer authors. T3 new or removed docs, structural change — human-only. Escalate on doubt: T1 vs T2 ⇒ T2. AUTONOMOUS_LOOP

Milestones + scoring rubric

Sequence (adapt): pre-alpha → alpha → closed beta w1 → closed beta w2 → open beta → first public (v1.0) → GA. Thresholds: min 8/10 per area, average 9/10 across areas — no area averaged away. Deep-eval cadence every 3rd–10th loop by phase. Rubric scope: project-wide (default) / per-pillar / per-epic / per-item. Default areas (adapt + extend): UX/UI, frontend, backend, database, authn, authz, security, performance, test coverage, accessibility, content, docs, CI/CD, production readiness, paywall, admin tools, i18n, privacy, brand, onboarding. 12 Unsolvable issues: handle / postpone / mark — never force. Attempt cap: 3 failed fix-test attempts on the same issue ⇒ disposition mandatory (counter resets on genuinely new information). 12

The 7 required verification dimensions

theme · viewport · auth state · empty state · error state · offline state · blast radius — what else consumes what I changed, and did I check one of each? (other config profiles, platform builds, feature flags, tenants, locales). The first six are states of the surface you changed; blast radius is the only one that looks outward. It is only as good as your ability to enumerate consumers — where they aren’t enumerable it degrades to “run the full suite,” with contract tests at the boundary as the real protection. 10

Cross-AI validation — three modes

Always fresh session, different model where possible 10 —

Routing review findings by failure layer

Fix at the layer the defect entered; process top-down — a finding at any layer moots those below it. Same item bounces twice at architecture/intent/plan → stop, surface it. 07

Item-body conventions + size budgets

Code Map (Effort M+): annotated paths + reusable utilities + constraints, drained from planning, so a cold session can implement from the item alone. Hand off the item, not a summary of it. 04 Budgets (defaults; re-tune per project): item body ~1–2 pages (bigger ⇒ split) · epic charter ~2–3 pages · instruction file ≤ ~300 lines · memory entry 30–100 lines. A context artifact is a liability that must earn its length. 04
